USDA Rural Development

USDA provided funding information for their Distance Learning/Telemedicine Programs, which includes a new "combination loan/grant", known as the "Electronic Medical Records".  It is scheduled for release this August, and involves a combination of a $20,000,000 Loan / $5,000,000 Grant (4:1 ratio), with maximum amount of $1,000,000 being offered and minimum amount of $50,000.  The purposeis to establish a well defined EMR system that will specifically benefit the needs of small town's patient population.  Details of this program are yet to be announced, once the federal registrar makes it official.

Key eleibility criteria includes:

• Any organization, except individuals.
• Benefits must flow to rural areas.
• DLT are defined for the grant program to exclude "on campus" benefit.
• Telecommunications service (the transport mechanism itself) is not eligible for grants (e.g. cellular radio, fiber, phone circuits, microwave, etc).
